print preview scrollbar ignores clicks in track

Steps to reproduce:
be on any web page of some length.
select "Print..." from the menu
observe that there are two scrollbars in the modal print dialogue: one at the right of the print preview pages, one on the right of the options.
click above or below the thumb in the preview pages scrollbar
Actual results:
nothing happens (dragging the thumb works, but clicking on the track does not).
The scrollbar for the option column works normally.
Expected results:
the scrollbar and content should jump one screenful at a time
(note this has been the case for quite some time, but it keeps annoying me so I decided to report it now. Therefore, I will not be able to name an older working version, sorry. It may be present since the redesign adding the << < 1 of 4 > >> near the bottom of the preview area.
The same issue is present on Windows (tested with FF 137.0 (64-bit) on Windows 10), despite the scrollbar looking quite different. even the up/down caret buttons at the top and bottom end of that scrollbar are non-functional.)

The Bugbug bot thinks this bug should belong to the 'Core::Printing: Output' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
I reviewed the list and found that "Core::Print Preview" also exists, this seems more appropriate. Since I confirmed it in a FF 137, I updated the version.
