196054 - vertical line disappers

1. Open the page, look at the left upper corner of the content area: there is a
vertical green line during loading, but when the page is completely loaded upper
part of it disappers.

2. Try to select with mouse the comtent - it particulary appers.

3. Thy CTRL-A - it appers completely.

4. Try to click on th URLbar - it appers completely.

5. Change to other window and return - it appers completely.

I can verify the behavior in Mozilla 2003030504 in Win2K (English), but I ran
the website through the W3C HTML Validator and it failed as there is no DocType
for the page.  I double-checked and Mozilla is definitely rendering this page in
quirks mode.

The page doesn't validate when I force the DocType to be HTML 4.01 (any kind),
HTML 3.2, HTML 2.0, or any flavor of XHTML.  HTML 4.01 Transitional gives the
fewest errors.

Also, the CSS for the page ( http://www.kaspersky.ee/css/styles.css ) does not
validate.

Reporter, which builds do not show this behavior?  If the error is on Mozilla's
side (and not just a problem with Mozilla choking on a broken page) it would be
great to know what version works as well as what doesn't.  If it is a regression
(and not the page markup changing) we need to track down when it regressed.

Can someone make a reduced testcase?

I believe in 1.3b it worked fine (but I'm not sure about it).

I see similar problems on many sites that have centered tables.

Description:
When page is loading everything seems ok, but when page is gets long enough and
vertical scrollbar appears then table is shifted left but screen areas near
table not repainted (that's why you can see artefacts on the right and table is
not repainted on the left edge)

Very visible regression.
