In the "Page Info" dialog, the "Security" tab is not showing when viewing any
website, whether the page viewed is secure or not. Instead, the following text
is displayed in red at the bottom of the dialog:
<tab id="SecurityTab" label="&pageInfo.securityTab;"/>

In effect, this leaves no way for the user to view a security certificate for an
HTTPS page.
Reproducible: Always
Steps to Reproduce:
1. Navigate to any webpage
2. Right-click on the page and select "View Page Info" from the context menu
Actual Results:
A dialog pops up with four tabs and an error message
Expected Results:
A dialog with five tabs should have appeared
