Steps to reproduce:
Copied text.
Pasted into translate.google.com
Waited for results.
Tried to Page Up to read the start of the (unreliably machine-) translated version.
Actual results:
Page Up does nothing!
Arrow keys can move in the pasted text. Home, Page Up, Page Down, and End do nothing. Escape and then Home, Page Up, Page Down, or End still does nothing.
Expected results:
Page Up should Page Up.
It also occurs in Troubleshoot Mode. I am sensitive to flashing and animation, and cannot at all safely test with a default profile.

On my linux box, the area where the text is pasted is not scrollable at all. And even if the focus is inside the area, PageUp/Down scrolls the root scroll container. So it works as the reporter expected.
Interestingly, Home/End doesn't work at all. I guess the scrolling is implemented by JS?
