clicking toplevel letter/word in Index loads wrong page

i've noticed this in both nscp and mozilla help: when i click a toplevel letter
or word in the Index in Help, the wrong page is loaded.
1. open the Help window and click on the Index tab.
2. under the 'A' section, expand but don't click (yet) 'adding'.
3. now, click 'adding'.
results: the page that loads is about address books, and the section is labeled
'Adding Entries to Your Address Books'
when clicking a letter, i'd expect a blank page to appear. i'm not sure what
would be sensible behavior when clicking on a word, but it seems it's the first
alphabetical instance of help that refers to what i had clicked in the Index.
the strange thing is that at step 2, 'Adding Entries to Your Address Books' is
not first item listed under 'adding' in the tab. why doesn't 'ICQ contacts' load
instead, since it's the first item?

moving stuff over to an outside-the-firewall email for the time being, looking
for people to pick these Help and doc bugs up for me.

I thought it already loaded about:blank. When I get things all set up here,
I'll take a look, should be an easy fix.

No, but it's a REALLY easy fix, just not sure if we should load about:blank or
just keep the current page.
