1961259 - Sync vertical tabs prefs

Once we fully roll out the updated sidebar and vertical tabs, and do some pref clean up work, let's add the core sidebar + vertical tabs prefs to Sync.
This way, users who have multiple desktop devices syncing don't have to go through the trouble of setting the vertical tabs layout one more time on their secondary desktops.

Some contenders to sync:

• sidebar.verticalTabs
• sidebar.position_start
• sidebar.visibility - the value of this pref never changes for horizontal tab
• the pref we use to sync the correct user-enabled
• sidebar.Revamped - We discussed deprecating this pref when we are ready to deprecate the old sidebar, so I'm not sure if this is something we would want to add to Sync before the deprecation.
