When scrolling the tabs sidebar on a precise scrolling device (e.g. the magic touchbar with MOZ_USE_XINPUT2=1) scrolling a touchpad's entire length makes progressively less progress until it takes ~3 full two-finger-drags from top to bottom before the last tab is scrolled through. This holds true regardless of the starting position and seems to depend on the number of tabs (more tabs => more pronounced the issue).
At risk of duplicating multiple bugs into the same issue, can't be bothered to file an issue for each of these issues:
- It also scrolls much less compared to a web page;
- Scrolling the sidebar is missing the scrolling inertia behaviour (scroll that continues after the end of the two finger gesture;
- Missing the overshoot animation.

Much of this should be fixed as of Bug 1924193 in 138, but please reach out if not.
I filed separate bug 1962214 for "Missing the overshoot animation.".
