Details

With seamonkey.exe installer for 1999112216 build on WinNT 4.0 SP3.

To repro:
1) download seamonkey.exe from
ftp://sweetlou/products/client/seamonkey/windows/32bit/x86/current/
2) double click to run. Installer begins running, but then stops partway through
with an error alert "Error -229 occurred during installation."  Installation
terminates.

If you install via the ZIP file, the build itself works fine.
