if the home page or one of the home page tabs is a local file, and this file
doesn't exist when starting mozilla, then no sidebar tab is displayed.
to force display of sidebar tabe, disable and then reenable one of the sidebar
tabs, for example bookmarks.
Reproducible: Always
Steps to Reproduce:
1. set homepage to eg "file:///dummy"
2. restart mozilla
3. look at your sidebar
Actual Results:
active sidebar tabs should be displayed
Expected Results:
no sidebar tab is being displayed

workaround for refreshing sidebar: press F9 twice.
