- Optionally reload the page (make sure the URL is still at
#menu, this sometimes automatically goes away) - See if the layout breaks (seems to only happen when the window is narrow enough)
It doesn't always happen but only intermittently. Never happens on Chrome.
Reproduced with a fresh profile in 137.0.2 and Nightly 2025-04-20.

I can reproduce the issue on Nightly139.0a1 Windows11.
And, this bug does not seem to happen if dom.timeout.defer_during_load is set to false, except when the page is loaded in a background tab.
