Steps to reproduce:
- Go to https://us.download.nvidia.com/Windows/9.13.0604/PhysX-9.13.0604-SystemSoftware-Legacy.msi
- Observe the behavior.
Expected Behavior:
File gets downloaded.
Actual Behavior:
File does not get downloaded and an encoded page is displayed.
Notes:
- Reproduces regardless of the status of ETP
- Reproduces in firefox-nightly, and firefox-release
- Does not reproduce in chrome
