196214 - Mozilla installer crashes under Russian XP

Build Identifier: http://ftp.mozilla.org/pub/mozilla/releases/mozilla1.3b/mozilla-win32-1.3b-installer.exe

During installation I got an error: "Error occured during installation - 
Navigator: -204 NO_INSTALL_SCRIPT"

Reproducible: Always

Steps to Reproduce:
1. Run mozilla-win32-1.3b-installer.exe under russian Windows XP
2. Process 5 installation screens
3. After clicking on "Install" button I got this error

Actual Results:  
Got an error message

please try to redownload and reinstall into a fresh empty folder.
if you get script error again please look for a install log file located inside
the created mozilla directory.
then please attach the install log file to this bug report.

I think now it's ok. I has worked installed version 1.0.2
Now I deinstall it and then install version 1.4a in empty directory.
It works on my russian XP. Thanks!
