Steps to reproduce
- Scroll to the bottom of the normal tabs area.
- Drag and drop a pinned tab over the normal tabs area.
Expected result
- The normal tab area should not scroll.
Actual result
- Scrolling is performed.

This happens regardless of Expand on hover being enabled. Removing bug 1930188 as a blocker.
