Dismissing keyboard on newly-created tab doesn't create blank tab

Details

Steps to reproduce

  1. Have multiple tabs (let's go with 4) and be on the tab switcher interface
  2. Press the + to get a new tab
  3. On the newly-created tab (which has top sites and the "Jump back in" section, etc., dismiss the keyboard
  4. Look at the tab count

Expected behavior

  • tab count is now +1 from what you had (5 in this example)
  • there is a tab thumbnail in the switcher corresponding to the newly-created tab you're on
  • dismissing the tab switcher shows you the newly-created tab you're on

Actual behavior

  • tab count is not increased
  • the tab switcher shows the previous tab count (4 here) and thumbnails
  • there's no thumbnail of the tab you're on
