Steps to reproduce
- Have TalkBack running
- Open Firefox on the New Tab page (or any other page)
- Using logical navigation gestures (swipe left-to-right with one finger) navigate to and activate main app menu -

button - Confirm the main app menu sheet is opened and navigate with TalkBack gestures until the end of the view, i.e. to

button - Continue navigating down the sheet and observe the TalkBack behavior
- Navigate to and activate the Extensions sub-view
- On the Extensions list, navigate to the Recommended heading
- Continue navigating down the sheet and observe the TalkBack behavior
- Repeat the same actions with Universal Switch or/and Bluetooth keyboard
Expected behavior
- Once TB reaches the end of the visible sheet view, it would scroll the list of controls (preventing an OS toolbar overlaying elements focused with TB and/or focusing an off-screen controls)
- Continuous navigation allows TB to focus and announce all (non-decorative) on-screen elements on the sheet.
Actual behavior
- [Generally] Once TB reaches the end of the view, it continues focusing elements without scrolling a view, causing the OS toolbar to overlay focused elements making it hard to understand, what is, in fact focused (for a sighted user, i.e. someone with a low vision or a user with cognitive disabilities who would rely on TB to perceive the on-screen content).
- It may also cause issues with the activation action being captured by the overlaying toolbar instead of the focused/announced elements.
- Same issue may affect Universal Switch and BT keyboard users

when Add {extension}
is focused with TB but it is hidden under the OS toolbar, the OS own <
Back control is activated by TB on double-tap (instead of the "Add" button)
