The DONTBUILD checkbox isn't available in Lando when trying to land uplifts to the new Git repos

I think it's just unavailable in general. I see the same for a regular push to autoland.

DONTBUILD flags added to the repos in Lando. I loaded a revision and confirmed the flag is present in the Landing Preview modal.
