To better support the usability of Downloads for phones in a landscape orientation and large devices, the Downloads UI's width should be capped to 600/the container max width size token. The outside area of the screen should still be scrollable.

Flagging QE more for awareness that the downloads list UI for tablets and other large devices is now capped to a width of ~600 and centered on the screen.
There are some screenshots attached to the patch for an example of what this now looks like.

Verified on the latest Firefox for Android Nightly 140.0a1 build from 5/18 with a Samsung Galaxy Tab S9 Ultra (Android 14), and a Lenovo TB X606X (Android 10).
