Then launch Camino, either from the Dock or from the Finder. Camino creates a new temporary Dock icon on the right side of the Dock's application section, as if a Dock icon didn't already exist. When you quit, this new temporary icon goes away, but Camino is running you have two Dock icons. The black triangle indicating open applications is only under the new one. Reproducible: Always Steps to Reproduce: 1. Put Camino in the Dock by dragging from Finder. (Alternatively, launch, reposition in Dock, and quit.) 2. Click on Camino icon in Dock or in Finder to launch it. 3. Watch second Camino icon appear in right side of applications section of Dock. Actual Results: You get two Camino icons in the Dock, with only the new one showing a black triangle underneath. Expected Results: It should have not created a new Camino icon, and a black triangle should have appeared under the first permanent Camino icon indicating Camino had been launched.
Try logging out of your OS X account, and back in. I've noticed that sometimes OS X 10.2.3 and 10.2.4 don't keep track of Dock changes.

Yeah, this is most likely a problem with your machine. Also, make sure you have only one copy of Camino on your system.

I have this same problem with both Camino and Mozilla. At first it only happened on my work system, which is tormented by dozens of install, uninstall, reinstall cycles, so that was okay. I thought I had done something bad to my Mac somehow that was unsupported. But today, it started happening on my home iMac, and I'm not pleased. I've looked for extra Apple documentation no how the doc remembers which appliation to launch, but haven't found any useful info. In the past, I thought that making sure I removed the old icon before launching and saving the new icon for the newer version would solve the problem.

Make sure you remove all but 1 copy of Camino. If necessary, you may have to do the trick of removing the Launch Services cache files (google for it).
