As part of this ticket, migrate the entirety of the Android Components code to Material 3.

If there are any showstopper UI bugs, please document them consult with UX before landing any proposed fixes. We should either migrate those affected components right now and later revisit those bugs or separate the affected components from this migration ticket and fix them before removing the M2 libraries.

Note: Fenix/Firefox will be handled in a separate ticket.
