auto dark mode sometimes doesn't switch same elements for firefox

Steps to reproduce:

Turn on Automatic Dark Mode
open Mozilla Firefox and do not close from recent apps menu
reopen Mozilla Firefox when it is dark
reopen Mozilla Firefox when it is light

Actual results:

most UI elements and web pages will still be dark except for some which are not visible

Expected results:

the browser switches to light theme and all elements are visible

This issue isn't newly introduced, I've experienced it for a long time.

"Follow device theme" doesn't apply to the Firefox UI when the device theme changes unless I close Firefox properly and reopen however websites do detect dark mode correctly without a hard restart.
