1965128 - Restore correct padding and styling for hompage display toolbar

Description

Due to compose toolbar work, display toolbar that's in the middle of the compose homepage was broken. To prevent this happening again, creating a new toolbar specifically for the compose homepage feature.

Once compose toolbar is complete, investigate if this should be merged back into the compose toolbar. (See Bug 1965127)
