196516 - Horizontal mousewheel scrolling option

I searched and found a similar bug, Bug 121896, but this is not the same bug.
The feature I would like added is for there to be an option where with the
chosen modifier key pressed, the mouse wheel would scroll left or right. Unlike
Bug 121896, I don't want this to be a behavior which happens if the there is no
vertcal scrolling, I want this to be the only thing that would happen if the
chosen modifier key was selected. As a result, the problems mentioned in the
third comment of that bug do not apply to this requested feature.

Reproducible: Always

Steps to Reproduce:
1. Go to Preferences > Advanced > Mousewheel
2. Look for option to enable horizonal scrolling instead of vertical


Actual Results:  
No such option found.

Expected Results:  
There should be such an option.
