[Tracking Requested - why for this release]: Pretty massive main thread hangs when using localhost pages.

I was just trying to come up with a test-case for another bug, serving it over localhost, and my Firefox started being really hard to use.

A profile points to getInferenceProcessInfo() causing a lot of I/O and allocations on the parent process' main thread: https://share.firefox.dev/3EXptaV

The bug is marked as tracked for firefox140 (nightly). We have limited time to fix this, the soft freeze is in 14 days. However, the bug still isn't assigned.
