Steps to reproduce

1. Open https://en.wikipedia.org/wiki/Friedrich_Merz link.
2. Press Shift + Alt to open a link preview on Bundestag link.

Expected result

• Three keypoints are generated.

Actual result

• Only one keypoint is generated.

Regression range

• This happens after bug 1962761.

Additional notes

• Attached a screenshot.
• I have also seen 2 keypoints generated on the same link once.
• Description of bug 1962761#c0 mentions a reduction in overall length. Please mark this as invalid if it also decreases the number of generated keypoints.
