196671 - Tools menu entries strangely ordered

Perhaps it's just me, but I find the menu entries under the Tools menu
very badly organized. I suggest the following reordering:

   Search Messages
   Search Addresses
   -------------------------
   Junk Mail Controls
   Mark Selected Messages as Junk
   Mark Selected Messages as Not Junk
   Run Junk Mail Controls on Selected Messages
   -------------------------
   Message Filters
   Run Filters on Selected Folder
   -------------------------
   Import
   -------------------------
   Password Manager
   Download Manager
   -------------------------
   Web Development
   -------------------------
   Switch profile

The current arrangement of items under Tools is similar to the proposed list, 
except that the Filters section comes before the Junk section, and the items in 
the Junk section are different now.

Daniel Glazman, is the current arrangement acceptable?  (I don't know what it 
was, back in March.)  If so, please resolve this bug  WorksForMe  (or Fixed, if 
you can find the checkin that made the change).

Yeah, clearly this bug is fixed by another check-in but I don't have the time
to look for the bug#.
