I click a link to download a few hundred MB file from a very fast server on the
local network.  The save file dialog is displayed but it completely
unresponsive.  It seems that the entire file must be downloaded to /tmp before I
can select where to save it.

This makes some sense to me because I've been reading bugs related to bug
129923.  It does not make sense to anyone else at our institution.

1. Download large file at >1MB/sec.

Actual Results:  
Mozilla is frozen.

Expected Results:  
I should decide what I want to do with the file before it is downloaded.  How do
I cancel?
I should note that CPU utilization is 100% during the download process.
