HR tag (horizontal rule) stays selected when window loses focus / is printed

Selecting text with an HR in it and then printing that selection ends up with
the HR printed as a large black bar, as though the selection highlight was being
printed. Selected text and images print just fine.
A similar effect happens if you select text with an HR, then defocus the window.
The selected text goes grey, but the HR says inverse blue.
Reproducible: Always
Steps to Reproduce:
1. Go to bugzilla.mozilla.org
2. Drag-select enough of the left column to include at least one of the HRs
3. Go to File->Print (or defocus the window in another way)
4. Note that the selected text is now grey but the HRs are blue
5. Select "Print Selection", and hit OK/Print
6. Note that the printout has printed "selected" HRs
Reproduced on w98/1.3b/20030206, wXP/1.4a/20030305, and FreeBSD/1.3b/20030213

This seems to have been fixed within the last month. 2003082404 doesn't allow
you to select HRs at all.
