There appears to be no way to set the default format of the message composition
window to Plain Text Only

Steps to Reproduce:
1. Window/Mail & Newsgroups
2. Message/New Message

Actual Results:
The message composition window always default to Rich Text (HTML) and displays
the text formatting bar above the main body text area.
Expected Results:
There should be a preferences option that allows message composition to default
to plain text OR the composition window should remember the previous format setting.
While a trivial issue, this is incredibly frustrating to the naive user who
expects this to be configurable and encounters numerous preferences settings
that hint at providing this functionality but only massage the message after
you've entered it. Mousing up to Options/Format/Plain Text Only gets extremely
tiresome on every single message.

BTW : Depending how one reads this bug it could also be seen as a request for a
preference. In that case this bug is a dupe of bug 115439.
