Expected Results: Opened the browser so I could use it online

Please note that this still happens with 1.3 proper, and not only is quite annoying, but as you can see from the originator of this PV can also be confusing.
Actually the browser doesnt work at all for me.
MY Question is: Has Anyone Got Mozilla 1.3 to work?
I just downloaded and installed 1.3 on my in-laws computer (WinXP) over the top of Mozilla 1.2.1, so it looks like this might just be a problem for those that had previosly installed the betas or alphas. I'm currently updating this bug from Mozilla 1.3 and all seems to be fine.
let me try downloading 1.2.1 and installing 1.3 again...

... No, I didn't. I installed over the top of my previous installation, as opposed to using a fresh directory (which the installation notes recommend). I have just rerun setup.exe into a clean directory and successfully installed... <sigh> I have two comments. 1. Since installing over the top of an old installation can cause problems, perhaps the installer should detect this and give a warning. 2. The error message is still completely useless.. [what is "the program"? Restart what?]
1.3 worked for me on two computers and failed on the third: Computer 1: Win98 installed from scratch on a P2(Celeron)-266 machine, then installed Mozilla 1.1 (I had it on a CD). 1.3 was released the next day, so I upgraded. I had no problem (well, I had a installation strange problem, but fixed it killing process) Computer 2: Win98 over a P3-500 Toshiba Laptop. Upgraded from 1.2 (no 1.2.1) to 1.3. No problem again (apart from a different installation issue). Computer 3: Win98 in a daily use AthlonXP-2000 machine with games, stupid programs and so on. Upgrading from 1.2.1 to 1.3. No installation issues this time, but "The program must close..." problem doesn't let me using Mozilla. I tried to uninstall Mozilla, reboot computer and install moz again, but problem still appears.
For those people seeing the "The program must close..." error, check to see if there's a file called xpicleanup.dat in the mozilla folder (or any .dat file). If there, please attach it to this bug.

ok.. then how do i import my settings (bookmarks and passwords saved) to the other mozilla directly that i installed 1.3 in.
wow. They were automatically imported. Just to be curious, where are they stored. And if i delete the old mozilla directory, will it effect anything?
The problem is that the mozilla installer that you're trying to upgrade to (in this case to 1.3b) encountered files that were still in use. The installer should have shown a reboot dialog at the end of installation. Can people running into this bug confirm that it was shown or not? Another possible problem was that the mozilla installer didn't detect mozilla running and stopped the user from continuing with the installer until the detected mozilla had been quit. Have the people running into this bug seen the mozilla installer prompt to have the running mozilla quit before continuing? To TheGreatOne: the settings are stored in your profiles directory, not in the mozilla dir. If you delete the old mozilla dir, you should only lose files you've installed after mozilla was installed (eg: 3rd party plugins).
if i move the plugins folder to the new mozilla folder, will the plugins work automatically?

In response to the question, yes a "reboot your computer" dialogue box came up for me when upgrading from 1.3b to 1.3. After that, I was unable to use Mozilla until I restarted the entire computer - then it worked fine. When installing, Mozilla was all closed, but the Quick Start was still active. So I got Mozilla back just fine, but was rather annoyed at having to restart the computer to do so (IE, anyone?). However, as I said this didn't appear to happen when going from 1.2.1 to 1.3 on a WinXP machine. If this is true for all major release upgrades (ie, no beta/alpha), so most users didn't see it, then we're all good.
Troy, thanks for your response. It confirms my suspicions of what the problem might be. This bug is basically caused (well, not caused, but should be fixed) by bug 190816. I think I might have a fix for it, but not 100% sure it will do the trick. Though it's interesting that in bug 190816, the installer does not allow the user to continue until the browser (netscape) has been fully quit (via task manager). While this bug indicates that it allows the user to continue. Could be the difference of Mozilla vs Netscape.

Computer 1 (see comment #12) shows this bug now, letting mozilla unusable. Win98 in Computer 1 is a secondary OS (Mandrake Linux is the first), so I only use it from time to time. After installing Mozilla, cheking everything was alright and sending comment #12, I halted it and it was not used until yesterday. When brought to life again, Win98 booted properly, but the "The program must close..." message appeared when loading Mozilla fast startup stuff. Mozilla is now unusable in this installation.

I have experienced this same bug twice, when installing Mozilla 1.3 (final release) over an old installation of 1.2. In both cases, Quick Launch was enabled; I got the message saying it needed to close and clicked "OK" or whatever; and then proceeded with the installation. The install then requested a reboot, and when I did, I got the message noted above: "The program must close to allow previous installation attempt to complete. Please restart." I did not install to a new directory, but surely the install program should detect the existence of an old installation and either install elsewhere or take some other appropriate steps.
I get this mesage when i run install of 1.3 and terminate it half-way through, uninstall and try to reinstall from scratch. i was guessing that the problem was in the UNINSTALL command?
Bug 190816 is fixed. closing this bug. if people are still running into this bug under Win32 beginning with recent trunk builds, please reopen this bug, or the dupe of this bug.

The bug still persists - I installed v1.3, but stopped the installation half way through. then i ran UNINSTALL, followed by new installation. When the install completes, I get the following error message: "The program must close to allow a previous installation request to complete. Please restart." Seems to me that UNINSTALL has not cleared everything out, or alternatively a new INSTALL is not completely overwriting old files - these are just guesses, ofcourse.
verified with nightly mozilla - 2003050104 the fix for bug 190816 took care of this problem
