message pane resizes with big headers and doesn't repaint after header collapse

When a message header/attachment combo is too large to fit in the message pane
(typically after an 'expand header' action with 'View > Headers > All' checked),
the message pane resizes automatically to fit the header/attachment combo, which
in itself is undesirable, but if the window is still not big enough, there is no
vertical scrollbar.
Worse still, after collapsing the header/attachment combo again, the message
pane shrinks back to its original size, but is not repainted.
Reproducible: Always
Steps to Reproduce:
1. Check 'View > Headers > All'
2. Open a message with a large header
3. If the header is collapsed, expand it
Actual Results:
The message pane resizes to accomodate the large header. When the window is too
small and the resulting message pane can still not show the complete header, no
scrollbars are displayed, so viewing the remainder of the header and message is
not possible.
When restoring the header to it's collapsed state, the message pane is not
repainted, leaving a mess.
Expected Results:
No resizing of message pane.
Show vertical scrollbar if the height of header/attachment + message body is
larger than the message pane.
This bug is similar to bug 190820, but that one didn't include the missing repaint.
