Should deal with this for final by M18 or so, so I'm marking for M16 to start 
the discussion as necessary.  I think.

No comments received to date.  The OJI team itself has been reviewing the API,
and we have decided not to make any changes outside of the security area, and
none should affect this IDL.

When can this bug be closed?  How does that work for architecture review bugs
like this one?
