This is a liability when browsing with only a keyboard. Reproducible: Always Steps to Reproduce: 1. Go to the tools menu 2. Go to the form manager sub-menu 3. Observe that "manage sites" and "fill in form" have "m" as the accelerator key Actual Results: I was annoyed. Expected Results: used "f" as the accelerator for "fill in form".
