When I try to conjure a new tab from any tab except the first (main) one, Ctrl+T
does nothing (it probably is in actuality read as a null). Ctrl+T always spawns
a new, empty tab in the browser when typed from the first tab. Love the browser,
keep up the good work. Great Job! 

Reproducible: Always

Steps to Reproduce:
1.Hit Ctrl+T to spawn a new browser tab from a clean start of Mozilla.
2.Select the new tab (direct it to a web site if you want it does not matter)
3.Hit Ctrl+T again, nothing happens. Linking problem?

Actual Results:  
the "third tab" doesn't appear and has to be created using "Open in new tab" or
File>New>Navigator Tab...

Expected Results:  
I expected the Ctrl+T shortcut to be a global command within the browser. This
is my only disappointment thus far with this excellent piece of software!

Keyboard shortcuts aren't working in blank tabs.

Could this ber a dup of that bug?
