Images don't display when saved messages are loaded in composer.  This is a
regression.  (Last version I had was 20030217).  Occurs with either local files
or web URLs.

Reproducible: Always

Steps to Reproduce:
1. Compose a new mail message
2. Insert an image from local drive or web URL
3. File/Save the message as a draft
4. Click once on the message in the Drafts folder, notice it's OK in the preview
pane
5. Double click to open in compose window, images show as placeholders only.

Actual Results:  
The images do not appear in the compose window.

Expected Results:  
Images should appear as saved

Also noticed a similar phenomenon when editing a web page in Composer, but could
not reproduce.

Confirmed.  Seth, this is the same thing as bugscape bug 23273 so I'm going to
mark that one a dup of this one.  We're seeing this on with the Club Net
messages we receive in our mail.  Regression starting with 20030318 build.  
Note: I tested this again with build 20030403 and it's still a bug so it's not
fixed with the fix to bug  83774.

I'm not seeing this.

what I see is that the image gets encoded, into the message, as a part.

when I perform the steps listed below, and then do "view | message source", I'll
see the image encoded as a part.

The build I tested this with to verify it was 20030410 on linux, 20030415 on
winxp and macosx.
