don't understand why that page http://151.8.176.226/ can open a popup, even if
phoenix locks others

Steps to Reproduce:

This is a flash site. As far as I know, Phoenix only blocks popup windows
invoked with Javascript. Suggesting INVALID. I'm CC'ing some good QA people for
this.
On the other hand, the Options window says "Block pop-up windows", not "Block
JavaScript pop-up windows". How should the user know? And why can't it also
block Flash popups?

if you look a the code used, it'always javascript
only it's called from a flash movie.
