please try to redownload and reinstall into a fresh *empty* folder.

The exact message displayed after install of the "sea" package was : «The procedure entry point ?get@nsString@@UBEPBGXZ could not be located in the dynamic link library xpcom_compat.dll» As proposed by henrik, I exited mozilla, renamed my mozilla directory to mozilla.old and started the install process again. The message disappeared. It really looks like a bug in the installer (or its configuration in this package), no ?
it's due to some extension that used some deprecated api's
I confirm this. I choosed the mozilla-win32-1.4a-installer-sea.exe to install the package. I choosed "Browser only" as an installation option. Note that I had a running 1.3 before. Once rebooted, it seems the install package misses necessary dlls : xpcom_compat.dll, js3250.dll (which are complained by the dialog box after reboot). To correct, I overwrote the Mozilla install directory with the content of the full zip archive : mozilla-win32-1.4a-talkback.zip.
dougt, is xpcom_compat.dll a new file? If not, do you know if it was ever installed into the mozilla dir? Right now, I only see if being installed into the GRE dir.

indeed, it is a new file and is installed as part of the GRE. xpinstall requires this library iirc.
I got the recommended message to upgrade to the latest Beta Mozilla. After downloading and installing, I got the above error message and decided to restore to a previous point. I don't know enough about PCs to experiment with new stuff.
nightlies should be installed into clean directories per release notes-
