198501 - missing padding around bottom icon in Options window

The white box that contains the the icons in the Options window (General,
Privacy, etc.) is 1 pixel too short. When the bottom section, Connection, is
active, it has 1 pixel of white padding around it on the right and left, but is
flush with the bottom of the box. It should have 1 pixel of white padding at
the bottom as well (see attached screenshot).

Reproducible: Always

Steps to Reproduce:
1. Open Options window
2. Mouse-over or click "Connections" icon
3. See lack of bottom padding between box around "Connections" and the container box



Expected Results:  
The mouse-over box around the "Connections" icon should have 1 pixel of white
padding at the bottom as well (see attached screenshot).

Using default theme (Qute?) - polish/fit-and-finish

Not sure which of the recent checkins did it without breaking down which css
file is used, but there is now 1 px of visible whitespace matching the top
padding below the bottom icon.  Please check against a current nightly if you
want to reopen this bug.

Picky, I know - but now I see 2px below the bottom box (originally there were
none, and we wanted 1px).
