198516 - Mail is not checked automatically if Mozilla Mail is closed

If I'm running Mozilla with the quick start option, it should still check my
e-mail every X minutes as I've set in the options.  Since it's resident in
memory, this should be no problem.  But I only get notifications if the Mozilla
mail window is open. 

Reproducible: Always

Steps to Reproduce:
1. Send email to yourself
2. Close all browsers and mail window, (Mozilla must be in quick start mode so
it's resident)
3. Wait X mins

Actual Results:  
No mail notification

Expected Results:  
Expected email notification
