If the PASS command sent back from a POP server fails for a reason other than
the password being wrong, an error message (see below, "actual results") is
displayed repeatedly.  If the PASS command fails because the password is
actually wrong, the system (afaik) will ask for a new password.  Because the
message box that is displayed is modal, the mail part of the UI becomes useless,
and I am unable to check old mail or other accounts' new messages.

Reproducible: Always

Steps to Reproduce:
1. Find a mail server that will fail after sending the PASS command, but *not*
because the password was wrong (like "server down for maintenance")
2. Attempt to retrieve mail from server

Actual Results:  
A repeated modal message box came up that said:
"The PASS command did not succeed. Mail server {server name} responded:
postoffice being serviced"
It only has an OK button.  Pressing the button gives the same message again, and
the mail UI becomes nonfunctional because the dialog box is modal.

Expected Results:  
The message should have appeared once and allowed me to read old mail and check
mail from other accounts in the profile.

I have multiple accounts set up in one profile on different servers, but I doubt
that this has anything to do with the problem.  It just means I can't access my
other accounts if one of the servers fails in this type of way.
Have you enabled "Remember Passwords" in preferences under Privacy & Security ->
Passwords ?

yes, this setting is enabled.  If it isn't, all the passwords for all the
accounts in the profile get forgotten(?), and regular usage (when the servers
are up) gets annoying.  All further stuff will be in other bug report's
comments, since it does seem to be the same issue.
