i think i can mark the bug as FIXED IMO the translation is complete, but i don't know the procedure, should i resolve as FIXED or wait for another romanian user to have a second reading of the text ?
That would be optimal. I did likewise on the Polish translation page bug 92342. The other important think is to let Bob Clary know when the bug is ready, so he can check this in (I do not have CVS permissions). Adding Bob to CC: list and making the general translation bug 86690 depend on this. Mark this FIXED (or let me know) when ready.

Is this evangelism still needed today ?
absolutely. just check out the recent tech evangelism bugs. the problems are different from the old days but there is still a need to educate web developers especially with regard to user agent detection.
