1999112216 on WinNT 4.0 SP3. To repro: 1) choose File->Open File 2) using the dialog, select some HTML file on your local disk and doubleclick Expected: file opens in current window, replacing existing contents Actual: new window is created and file opens in that Note if you repeat the steps in 4.7 you get the Expected behavior.

I remembered german might already speced out the "file/open/..." somewhere. Any change from 4.x? re-assign it to german to determine the correct behavior.

This is the spec'd behavior. reason for change: we should behave like other apps in this regard, and execute the command "open" close to the meaning of the word. Furthermore, novice users have been disturbed by the fact that opening a file or web locations wipes out their current context. This also must be duplicate of other bugs, lets see: bug 3988, bug 3843... *** This bug has been marked as a duplicate of 3988 ***
Actually, I think this bug is reporting something different than the bug it is marked as being a duplicate of. This bug states that selecting a file in the file dialog box opens a new browser window, which is the current behavior, while the other bugs are reporting that selecting File|Open opens a new browser window instead of a file selection dialog, which has been fixed. Recommend changing from DUPLICATE to WONTFIX.

This is different, but it was also fixed. Currently the user has the option on whether or not to open a new window via a checkbox in the dialog. I going to resolve and verify as fixed.
