In Newsgroups, please swap "Mark" and "Junk" buttons so that "Next" and
"Mark" buttons are next to each other. It makes much more sense that way.

when I swapped delete and junk, I forgot to move mark as well.

I'll go apply and test adam's fix, and land (if I get approval)

hmm, since junk doesn't work for news, maybe better to hide that button when
reading news.

but when (if) we add junk support to news, we'd need to solve this.

Removing obselete review request.  This patch has probably bitrotted beyond belief.
