1993070 - Account Hub Email: Add Manual Config option

In the interim, we need a way for users to immediately access the manual config screen and bypass setup detection processes.

In a similar way to the old setup UX, add the "Manual Config" link once the user has entered a valid email address so they can skip the detection step.

How to Test

• Open account hub
• Enter in name and email
• The manual config button should show up below the email address
• Clicking it will send you to manual configuration
