Steps to Reproduce:
1. Open the Form Manager (Tools > Form Manager > Manage Sites)
2. Perform step 1 again (and again...)

Actual Results:  
A new Form Manager windows is opened every time;
while the previous one(s) remains.


Expected Results:  
The first Form Manager window should get focus instead of creating another
Form Manager window.


This behaviour is the same for Cookie M., Form M., Image M., Password M.;
