Build: November 23 (112309), as well on November 22
OS: Win98
Hardware: HP 800 / 166 MHz / 48 MB

Steps to reproduce:
(0) Uninstall/delete all Seamonkey files, including mozregistry.dat
(1) Run seamonkey32e.exe
Result:
(0) All files download successfully, installation proceeds, then
(1) Error message: "-1: Error occurred during installation", fails during
installing Personal Security Manager

I think this is the errot -1 one?  A dup?  Putting on PDT+ radar.
