199620 - Filing bookmark - window not drawn properly with inactive buttons

Filing a bookmark window is not behaving as expected.

The window is not built correctly with the ok,cancel buttons appearing inside
the body of listed folders. Upon selecting a folder, I get a selected box on
that row which goes over the buttons.

The button click doesn't take any effect and I have to kill that window using
the window close button on the top right(the X)

Reproducible: Always

Steps to Reproduce:
1.Click on Bookmarks - File Bookmark
2.The buttons will appear inside the text and inactive
3.Can't close the window using ok or cancel buttons

Actual Results:  
Not able to file a bookmark

Expected Results:  
Behave as expected - list the folders and place the buttons in the bottom.
And bookmark the url as expected.
