On launch I had left the sidebar minimized - I opening the sidebar show nothing...

I usually leave the sidebar minimized when I don't use it. If I have the sidebar
minimized on closing mozilla, then run it again and click the edge to open it
the contents is blank. On the Tabs options I have everything checked. The only
way to bring it back is to hit F9. Once open I can minimized and reopen
normally. I know that this isn't normal since this never has happened with
version 1.2..

Steps to Reproduce:
1.First make sure that the sidebar is minimized before closing mozilla.
2.Run mozilla ( 1.3 ) sidebar is still closed.
3.Click the mouse on the left edge to open ... sidebar opens with blank contents
Then hit F9 to get it back working!
Actual Results:
Like I said the sidebar does open but the contents is blank
Expected Results:
Should of course restored my tab bars the I have checked.

MASS-CHANGE:
This bug report is registered in the SeaMonkey product, but has been without a comment since the inception of the SeaMonkey project. This means that it was logged against the old Mozilla suite and we cannot determine that it's still valid for the current SeaMonkey suite. Because of this, we are setting it to an UNCONFIRMED state.
