This is a spin-off from bug 178834 (Red Hat mozilla script clobbers
MOZ_PLUGIN_PATH).

Mozilla should use the plugins in the user directory (e.g., ~/.mozilla/plugins)
before using those from the program directory (like /usr/lib/mozilla/plugins/).

Rationale: The user might have a need to overwrite the system wide settings. If
the user does install a plugin locally, he expects that this is used.
