2000061 - Tab note content textarea spec

When adding or editing a tab note, the text area for the tab note content should:

• limit input to 1,000 characters
• show a warning when the input limit is reached
• follow UX spec for automatic resizing https://www.figma.com/design/cYOQUQ7DuihpBPEPui4RqO/Tab-Notes---Renaming-Tabs?node-id=2333-68940&t=lnX6rBSsdJVEUzv0-0
• ensure that pasting more than 1k characters into the box will truncate the text

There is currently a discussion on the Figma spec about whether to truncate the content on paste.
