200020 - area below horizontal grippy disappears if too short for listbox

Description

[sairuh (rarely reading bugmail)]

in Page Info if i lower the horizontal grippy such that there's not enough
vertical space for the listbox in the bottom portion of the tab, the entire
bottom portion disappears.

not sure if this is specific to Page Info, or is a general XUL problem.

1. open Page Info, and select either the Forms or Media tab --in which there's a
horizontal grippy.
2. hold down the grippy, and drag it down slowly, until the listbox in the lower
half of the tab cannot fit.

results: not only does the listbox (in the lower half) disappear, but so does
all the other content in the lower half.

this is a dupe of one that's around somewhere. I think it's a problem with xul
in general, not page info. I'm thinking a minimal testcase would be good. It
should be noted that listbox/tree is not required; the preview area in the media
tab is just a regular box
